but it's that "fully modded" that really counts. Sure, the base is 37 for ht HR and 35 for the LAR. Um, no, no the HR is not more powerful than the LAR when fully modded. Originally posted by Veya: even a puny Hunting Rifle have more damage than the Lever-Action Rifle(and the Combat Rifle outdoes both in DPS due to firing literally 10 times faster than the Hunting Rifle), so the rarity isn't justified with power.
